An Overseas Employment Certificate (OEC) is a requirement for Overseas Filipino Workers (OFWs) to return to their work abroad. It is basically an exit pass for OFWs or Balik Manggagawa (BM) who are vacationing in the Philippines going back to their work overseas.
When I was an OFW in the late 2000’s, I used to get it physically from Philippine Overseas Employment Administration (POEA) office. As of now, OFWs can already get it online. So, it’s more convenient and hassle-free.
What are the requirements to get an OEC?
It’s pretty straightforward to gen an OEC, all you need to have are the following:
- a valid Philippine passport
- valid and appropriate visa and/or work permit
- POLO-verified employment contract
- Flight itinerary
During the community quarantine, OFWs can take advantage of the BM Online Evaluation to secure their exit clearance or OEC. To do this, proof of existing employment that the BM is returning to the same employer, such as valid company ID, recent pays slips will be needed for evaluation.
How to Apply for an OEC Online?
Step 1: Register/log-in to the system. If you are a new user, you must create an account online in the Balik Manggagawa Online Processing System. If you already registered before, you can login with your credentials.
Step 2: Enter the last OEC issued to you and click “Submit.” If you do not have a previously issued OEC, you’ll have to schedule an appointment online.
Step 3: Update your personal information. Review your profile and make sure all your personal details are updated.
Step 4: Get your OEC or Exemption. Click Acquire OEC or Exemption and enter your flight details and confirm that you are going back to work to the same employer and job site.
- Depending on your answer to the assessment question online, you will either get an OEC or an exemption.
Step 4A: If you need an OEC:
- Click acquire OEC
- Choose your payment option. You can pay via GCash, online banking, over-the-counter banking, bayad centers.
- Pay the required fee
- Go back to the BM online website
- Go to transactions and print your OEC.
Step 4B: If you are exempted from getting an OEC:
- If you are exempted from getting OEC, you will be prompted with a message. Just follow the steps provided for a breezy travel.
Step 4C: If you are not exempted and the system does not generate an OEC, you will be required to set an appointment to get an OEC. You are likely not returning to the same employer. During the community qauarntine, you can either do an online evaluation or set an appointment to your nearest POEA processing site.
